GCCA representatives participate in an International Conference on Competition Policy in Ljubljana

Representatives of the Georgian Competition and Consumer Agency (GCCA),  Elene Tskhomelidze, Head of the Anti-Dumping Measures Department, and Paata Medzvelia, Manager of Economic Databases, participated in the international conference jointly organized by the OECD-GVH Regional Centre for Competition (RCC) and the Slovenian Competition Protection Agency.


The conference, titled “When the State Harms Competition: Possible Infringements and Reactions, SOEs and Competitive Neutrality”, was held in Ljubljana, Slovenia.


The event convened heads and senior representatives of competition authorities, alongside experts from international organizations, to deliberate on the multifaceted role of the state in the enforcement of competition law. Discussions focused on the impact of public institutions and state-owned enterprises across various markets, analyzed within the context of relevant legal frameworks, recent judicial developments, and applicable policy instruments. Particular emphasis was placed on the importance of the principle of competitive neutrality as a cornerstone for ensuring and preserving fair competition.


The three-day international conference gathered high-level representatives from competition authorities of Italy, Latvia, Slovenia, Hungary, Moldova, and other countries. The event was addressed by Maria Pilar Canedo, Academic Director of the OECD, who emphasized the importance of fostering dialogue and sharing best practices among competition agencies worldwide.
