Within the framework of assessing injury to the domestic industry and the causal link between such injury and dumped imports, the investigating authority determined that market conditions during the period under consideration indicated a mitigation of the negative effects of imports from the countries subject to the anti-dumping investigation. During January–August 2025, the volume of imports from countries subject to the anti-dumping investigation declined sharply. As a result of the Revenue Service fee, the final cost of imports increased, reducing price pressure on the domestic industry. Simultaneously, compared to the corresponding period of the previous year, domestic industry rebar sales demonstrated an upward trend. Accordingly, taking into account the existing factual circumstances and applicable legal standards, and based on Article 4(3) of the Law and Article 22 of the Rules, the investigating authority does not consider the imposition of special anti-dumping measures to be warranted.
Based on the application of the local industry - JSC "Tbilisi Tobacco", the Georgian Competition and Consumer Agency terminated the ongoing case study on the alleged dumping price of filter cigarettes imported from the Republic of Azerbaijan. The request to leave the application unreviewed by the local industry, was the rapid progress in the market and the improvement of the competitive environment in the market. The Agency determined the filter cigarettes produced in the Republic of Azerbaijan and imported into Georgia with tobacco content as the subject of study.
The Georgian National Competition Agency terminated the ongoing case study on the alleged dumping price of filter cigarettes imported from Armenia after the withdrawal of an application by the local industry, which is confirmed by the rapid progress in the market and the improvement of the competitive environment in relation to the problematic issues raised by the applicant. The Agency processed the information based on both local and exporting country sources. A high degree of involvement of stakeholders and a process based on cooperation was highlighted at the stage of the study. The start of the case study was based on the research report related to the verification of the admissibility of the application of the “Tbilisi Tobacco” dated May 15, 2023.
