The GCCA has initiated an investigation into alleged dumping imports of specific types of armature in Georgia

The Georgian Competition and Consumer Agency (GCCA) determined to approve the "Georgian Manufacturers Association" application and conduct an anti-dumping investigation. The case concerns the alleged imports of armature and wire rods, originating from the Russian Federation and Iran, into the customs territory of Georgia, and thereby causing injury to the domestic industry of Georgia.


During the process of determining the admissibility of the application, the estimated dumping margin of the product imported from Iran was 21%, and the estimated dumping margin of the product imported from Russia was 5%.


According to the information processed by GCCA, it is obvious that the quantity and value of imports from Iran and the Russian Federation have increased over the time under consideration. Between 2021 and 2023, the share of Russian-imported products in Georgia's total imports climbed from 4% to 42%, and in Iran’s case from 12% to 30%. The unit price (USD/ton) for imports from Iran is also declining, however for Russia it is growing in 2022 compared to 2021 and decreasing in 2023 compared to 2022 and 2021.


In 2023, armature imports from Iran was 60,291 tons, valued at $34.6 million USD, with a weighted average price of $574 per ton. Imported from Russia was 86,117 tons, valued 50.5 million US dollars, with a weighted average price of $586 per ton.


The GCCA has 12 months to provide a relevant decision to the government as part of the investigation, this period can be extended by 6 months. In case of dumping and confirmation of damages to the local industry, based on the GCCA's decision, the government may impose a special anti-dumping tariff for a period of five years.


For information, in terms of anti-dumping measures, the Agency completed two cases involving the alleged dumping price of filter cigarettes imported from Armenia and Azerbaijan, as well as three sectoral monitoring of local industry in the food, fertilizer and construction sectors.
