To advance these objectives, the GCCA adopted the Institutional Development Strategy for 2025–2027, which outlines the Agency's mission, current challenges, and strategic priorities. Key initiatives include: Enhancing the legislative and regulatory framework; Leveraging international and local expertise; Strengthening education and research initiatives; Developing strategies for key markets and Improving enforcement mechanisms. The GCCA also emphasizes collaboration, conducting working meetings and fostering partnerships with counterpart and regulatory agencies, government bodies, industry associations, NGOs, donors, international organizations, media, academia, and other stakeholders.

According to the GCCA's strategic document, plans include developing an information and cybersecurity policy, launching an operational risk assessment and management system in line with modern standards, implementing a personnel evaluation system, and maintaining physical infrastructure.
