The Georgian Competition and Consumer Agency, with the support of the WTO, organised an awareness-raising meeting on WTO trade defence instruments, in particular anti-dumping measures

The Georgian Competition and Consumer Agency organised a meeting at the Biltmore Hotel to raise awareness of WTO trade defence instruments, in particular anti-dumping measures, bringing together relevant stakeholders. The event convened representatives of the executive and legislative branches of government, business associations, and companies interested in the anti-dumping framework.


The keynote speaker, Maxim Shmelev, Expert on Trade Remedies at the World Trade Organization (WTO), delivered a presentation outlining the international legal framework governing trade defence instruments and global trends in the application of anti-dumping measures. His presentation outlined the key stages of anti-dumping investigations, including the roles and rights of the parties involved in the process and the obligations of the investigating authority. A dedicated session also addressed the procedures for initiating anti-dumping investigations, including the requirements applicable to applications submitted by the domestic industry and the criteria for assessing the sufficiency of evidence.


Within the framework of the two-day event, participants will also discuss methodological approaches to determining normal value in anti-dumping investigations and the principles of fair price comparison. The discussions will further address the assessment of the sufficiency of evidence and the use of available information in cases where interested parties do not cooperate. Participants will also review the principle of applying duties lower than the dumping margin, as well as the procedures governing the review of anti-dumping measures.


The two-day event, organised within the framework of the WTO technical assistance programme, aims to enhance the awareness of representatives of Georgia’s public and private sectors regarding the legal and methodological framework governing WTO trade defence instruments, particularly anti-dumping measures. It also supports the institutional strengthening of the investigating authority and other relevant public institutions.
