Representatives of the Georgian Competition and Consumer Agency (GCCA) participated in a high-level international meeting convened under the auspices of the International Competition Network (ICN).
The meeting was held in Prague within the framework of the ICN Unilateral Conduct Working Group and was hosted by the Office for the Protection of Competition of the Czech Republic. It brought together senior officials, practitioners and experts in the field of competition policy and enforcement from a wide range of jurisdictions, providing a platform for the exchange of experience and best practices.
Discussions focused on key contemporary challenges in competition policy, with particular emphasis on the regulation of unilateral conduct and evolving enforcement approaches. Giorgi Kedelidze, Head of the Strategic Markets Monitoring Department, delivered a presentation entitled “Ex-Ante Enforcement in the Pharmaceutical Market”.
The agenda further encompassed a broad range of substantive issues, including the delineation of relevant markets and the assessment of dominance, the evaluation of market power and market shares, the development and application of theories of harm in both digital and traditional markets, price discrimination, exclusive arrangements and administrative monopolies, as well as the assessment of remedies and commitments aimed at restoring and maintaining effective competition. Particular attention was also given to emerging regulatory instruments and the interplay between ex-ante and ex-post enforcement mechanisms.
Participation in the meeting was by invitation, reflecting the GCCA’s continued strengthening of its international profile and its active engagement in global competition policy discussions and cooperation frameworks.
