GCCA completes sectoral monitoring of the plastic pipes industry - No evidence of material injury to the domestic industry caused by imports identified in the Georgian polyethylene pipe market for the period 2022-2025

The Georgian Competition and Consumer Agency (GCCA) has completed a sectoral monitoring exercise of the plastic pipes industry. The objective of the exercise was to assess the state of the domestic manufacturing sector and prevailing market trends, with particular focus on the potential existence of dumped imports and any resulting material injury to domestic producers. The study encompassed a comprehensive analysis of market structure, domestic production and import dynamics, market shares, pricing trends, and key economic indicators for the period 2022-2025.


The monitoring results indicate that the plastic pipes market was characterised by fluctuating dynamics throughout the 2022-2025 reference period. The compound annual growth rate of revenues derived from the sale of domestically produced plastic pipes recorded a decline of 5%, attributable primarily to the contraction observed in 2025. It should be noted, however, that domestic industry revenues demonstrated a growth trajectory during the 2023-2024 period.


The study established that more than 85% of plastic pipes produced in Georgia for domestic consumption are manufactured from polyethylene. Accordingly, the assessment was focused predominantly on the polyethylene pipe segment of the market. 


Given that pipe diameter and pressure rating standards exert a material influence on polyethylene pipe pricing, five representative products of the PN10, PN16, and SN8 categories were selected as the basis for price trend analysis. The assessment indicated that, notwithstanding short-term monthly fluctuations, a sustained downward price trend was observed throughout the 2022-2025 period, with four of the selected products recording a compound annual price decline of between 6% and 9%.


An assessment of polyethylene pipe imports revealed that Turkey maintained a dominant position in the Georgian market throughout the period under review, accounting for 67% of total import volume in 2025. It is further noted that Turkey's market share declined progressively during the 2023-2025 period. No sustained or significant increase in imports from leading exporting countries was identified that would have had a materially adverse effect on the state of the domestic industry.


An analysis of import price dynamics revealed a downward trajectory over the reference period, with the compound annual decline in average import value standing at 4.4%. The average unit price of products imported from Turkey, the principal exporting country, was found to exceed the average value of goods imported from Azerbaijan and Iran. 


Price trend analysis further indicated that the downward price trajectory observed for both domestic and imported products was broadly consistent with movements in polyethylene raw material prices on international markets. No indications of imports having been carried out at dumped prices were identified.


On the basis of the monitoring results, it has not been established that any deterioration in the state of the domestic industry was caused by an increase in imports or by imports carried out at dumped prices.
