GCCA Hosts Delegation from China’s State Administration for Market Regulation

Irakli Lekvinadze, Chairman of the Georgian Competition and Consumer Agency (GCCA), hosted an official delegation from the State Administration for Market Regulation (SAMR) of the People’s Republic of China in Tbilisi. The meeting focused on strengthening bilateral relations and establishing a structured framework for future institutional cooperation between the two regulatory authorities.

In his opening remarks, Irakli Lekvinadze briefed the visiting delegation on the GCCA’s institutional structure and areas of activity. Having introduced the heads of the relevant departments, the Chairman presented the Agency’s completed and ongoing cases in the fields of competition enforcement, consumer rights protection and anti-dumping measures.

The Chinese delegation was led by Mr. Zhai Yunpeng, Deputy Director-General of Anti-Monopoly I Department, who delivered opening remarks on behalf of SAMR.

Discussions focused on exchanging technical expertise and best practices in competition policy enforcement, exploring avenues for closer administrative cooperation, and identifying strategic priorities for mutual engagement. The counterparties specifically highlighted joint participation in international conferences, high-level working sessions, and technical exchange platforms.

A central item on the agenda was the upcoming Memorandum of Understanding (MoU) between the GCCA and SAMR. The delegations outlined the primary areas and modalities of bilateral cooperation, agreeing on actionable next steps toward finalizing and executing the agreement. Irakli Lekvinadze emphasized that the signing of the MoU will establish a formal foundation for long-term strategic alignment and bilateral coordination between Georgia and China in the field of competition policy.

The Chinese delegation comprised senior officials from SAMR’s First and Second Departments of Anti-Monopoly Policy. The session concluded with closing remarks reaffirming both authorities' commitment to finalizing the partnership framework.
