Purchase of business share, merger, establishment of a joint venture or gaining control in any other way it’s a subject to prior mandatory notification to the GCCA

The Georgian Competition and Consumer Agency (GCCA) has established an efficient mechanism to control concentrations in accordance with European Union regulations. GCCA performs quarterly monitoring to identify potential concentrations and take necessary actions in compliance with the law. The statistical information received and processed is made publicly available.


Concentration is subject to notification to the Agency if the parties of the concentration total joint income of previous financial year exceeds 20 million GEL and the joint income of each party participating in the concentration exceeds 5 million GEL for the previous financial year on the territory of Georgia.


In case of bypassing the GCCA, before the Agency reviews the notification or despite the negative conclusion, the person (the acquirer) with the obligation to submit the notification shall be fined.


From 2014 to 2023, 37 approvals have been issued for the concentration undertakings in various industries.

The fee for reviewing a concentration notice is GEL 5,000.
